If you are joint tenants with your Mom or Dad on a deed. Can the state, county, federal govermant force you to sell your property to pay medical or hospital bills if one of you becomes hurt or disabled?

Yes, by foreclosing a lien on the injured parties' share of the property. The other owners get their 1/3-1/2 and the creditor takes the rest.
