how do you file a motion to go to court to disprute a judgment

It would help us if you read the red lettered words on the top of the page and state your State.

We also would need to know the following:

1. Was the judgment already awarded? If yes, date, time?
2. State Judgment was rendered
3. Level of court, i.e. small claims, district, magistrate, etc.
4. Is it default (you didn't show) or did you show? what happened?

My basic answer is this however: if it was already awarded, you usually have a certain amount of time in which to appeal the judgment. Check the court to see what the appeals process and time is. If you passed the appeals process already, than you are usually out of luck.

If you are within the time to file an appeal and there is an appeals process then you need to file your appeal in writing, you can usually ask the clerk if there is a form or if you can just write up something and file it with the clerk, then you need to actually follow the process for an appeals.

mi, and small claims from a landord

he trying to make my friend pay a $448 water bill he wasnt staying in the home and the water bill is in someone else name
does he have to pay for that even though he moved out but did't get his name taken off the lease. and no he didn't show for court but his a judgement put on his credit for someelse water bill. He would like to file a motion and bring the proof that the bill was in someelse name that continue to live there. I also called the clerk office and they said that he can file a motion to dispute the matter.

If the court clerk said he can file an appeal and the time hasn't expired then he should do that. What he should have done is to show up to court with his proof, or at the very least filed his response w/ his proof to the court before the court date (if he wasn't going to show up, etc). So what I understand is your friend signed a lease, left without signing off on the lease, other guy didn't pay utility bill, but your friend wasn't on the bill. I would check the lease to see if there is any transference of if bill wasn't paid your friend was responsible for said bill???

So far your friend has a legitimate judgment against him. He was noticed of court, failed to show to court date and a judgment was placed against him. Like I said above - his only recourse is to file an appeal. He could however pay the bill then sue the guy who really owes the bill (the one on the account) and go that way.
