Hi, I heard from a friend that his friend has gotten 3 jury duty notices and he threw away each one of them. What is the penalty? What could happen? Why hasn't he been caught?

Depends on local and state laws. Because you chose to not answer the question about your state, no one can answer your question.

I just read a recent article about a guy that spent 83 day in jail for failing to serve when notified.

Is that enough to make him reconsider?

Oh, and how that guy got caught was;
the courts simply issued a bench warrant when he failed to appear and when the guy got stopped for a traffice situation, the warrant popped up and SLAM, away he went for nearly 3 months.
