What is the name of your state (CA)?
Back in 2001 I got a DUI and pleaded guilty. I served 3 months house arrest, had a 1600.00 fine, and was supposed to complete the 15 weeks of classes. Well, I started going to the classes, but never finished about 5 years ago, and still have to finish paying off the fine, since the court sent me a notice, which I will do in the immediate future. I've never been in any trouble since then, and don't think I have a valid license, but would like to try and get it back after all these years. I was wondering if there is a statute on this, once I pay off the court, can I just go in to the DMV and get my license or ???What is the name of your state (only U.S. law)?

You will have to complete all the requirements set by the court and the DMV before they will return your license.

It is also possible that you have a warrant for your arrest for failing to complete the terms of your probation or sentence. You may want to speak with an attorney.
