juvenile placement abuse

While my stepson was in placement he was assaulted by other kids in the placement,staff was present,but failed to intervene on his behalf.His mother took pictures of the marks left by the assault.Their was an "investigation" and even with the pictures the allegations were unfounded by the local Children Services and local law enforcement.Not sure how to procede with this one.Any advice?

That may not be considered abuse or assault. It may be childish behavior and roughhousing.
