What is the name of your state (only U.S. law)? Kansas

My friend (trying to help her do the research) received a ticket in Kansas a few months ago. She just filled out the ticket and paid for it by credit card.

A few weeks ago she receives a letter notifying her that the license was suspended due to not paying the ticket. She goes to the courthouse with her credit card statement showing the payment, and they say

"Oh, our mistake. It'll be 250.00 to reinstate your license."

Now since they admitted that it was their mistake and they did receive the ticket payment, why is she being forced to pay the fee? What is the proper "chain of command" that she can go to next and plead her case to have it reinstated without fees?
