I tried looking through the website but wasn't really sure still how to do this.
If I have an ongoing comic or animated short, do I just submit the first one?
If I introduce new characters later on, would I have to submit again?!

Submit to what?
You are protected by copyright from the moment you express them in tangible form.

If you're talking about registration, see copyright.gov under "serials/periodicals"

There are several versions of Form SE, which is the form used for group registration for serials. It does seem logical that you would register your "visual art" material using a Form VA, but the VA form is for single copy items, or limited edition copies under 200 (such as multi-cast sculptures or lithographs).

I investigated further at that official copyright website, and I'm leaning towards the VA. The reason for this is because there is a list that states things that would be considered Visual Arts and cartoon/comics are listed there.
