Question 1: Can a union collect dues on income other than wages, i.e. gratuities that have not been negotiated by the union?

Question 2: Can a union collect dues for a period when one labor contract ends and before another contract begins, in this case 19 months. Contract was in negotiation during this time.

Both questions concern ILWU in Hawaii.

Sorry for the delay in responding to your questions. Unfortunately I am not sure of the answers myself. The first question sounds a bit "fishy". The second question sounds as if it may be legal, depending on what the lapsed Collective Bargaining Agreement provided.
