For various personal reasons I have become interested in creating a cemetary in the state I live...Pennsylvania.

Aside from any city/local zoning laws are there any known laws that would govern a creation of a cemetary on a wooded area of land??? Must I establish any sort of church/religion first??? This is going to be interfaith & non-demonational.
It would be used for the benefit of the deceased who are both non-demonational as well as belonging to various ancient religions.
Included on the property are the hopes of a small building which could be used by the deceased loved ones' choice of minister to perform any funeral/burial rites.
As well I would hope to be zoned to allow crypts.

I'm not sure if this is the right place but are there any laws or restrictions I should be aware of prior to considering this undertaking??? Especially where it's concerning the purchasing of plots by people.
