So why is management allowing this dude to watch TV in the complex community room if he's nuts?

I can't believe this dude that threw out a TV out his window of this complex is still living here. He also pulled the fire alarm levers on the second floor another neighbor told me. The landlord said they are waiting for him to find another place. The library I visit also finds the guy to be creepy. I told the library about him.

He creeps me out. Nobody seems to like him. Just never know when he'll pull the fire alarm again. Since he did that twice another neighbor had told me. The landlord said the police know the crazy dude but didn't arrest him for it.

The only question you asked is not a legal question and no one here would have the slightest idea why they allow the man to watch TV in the Community room.
