landlord knowingly rents to drug dealer

a landlord of a rental duplex in Washington, PA is renting to a known drug dealer. He has been told by residents what is going on - there is no mistake, he does know what is happening and will not evict. Can legal action be taken against this landlord on behalf of the other residents of the street whose property values have decreased and who must put up with the never ending traffic that goes on all night long?

Yes but it should be easier to call the police daily until L gets the message. Once police reports are filed, it is easier to win against L since you will have the evidence in the form of police records.

Only problem there is that the drug dealer seems to be "connected". Whenever the police are called, they do not show. 2 times they did, and there was nothing happening at the time and they just drove on by - never stopped. 3 neighbors have contacted the Narcotics Division directly, gave lots of info including lists of license plates, nothing done yet - this has been going on for almost 2 years. We feel, even if they are investigating, 2 years is an awful long time. Our research of similar cases shows 18 months the longest for a ring this size is maximum time for investigative purposes. It just seems the police know what is happening, yet no arrests are made. That is why we considered persuing the landlord - at least getting the drug dealer evicted will get him away from our neighborhood. The additional issue with this landlord is that this is the 2nd time he has rented to a known drug dealer. Last time it was a favor to the dealer's father who was his friend. We have not discovered a similar connection to this dealer and the landlord. The last guy was arrested in a pre dwan raid kind of deal - was not convicted. But they did move eventually, but are now back hanging out with the current drug dealing resident on a nightly basis.

ALSO -

Does anyone know anything about getting these "customers" from parking on my property? We have a shared driveway, cannot be constructed upon by either party - but we have always had an agreement it is used for loading and unloading type deals, not neccessarily long term parking, but the drug customers pull into this driveway as if it belongs to the dealer - despite the fact that we have repeatedly asked them not to do this and the resident/dealer has apologized and agreed to tell his "friends" not to use the driveway for parking all night long. Since we own 1/2, is there anything we can do? They park in it from 11PM until 5AM nightly, but not just once- they're in, they're out, all night long flashing their lights in our windows, opening and slamming car doors, etc.

Any ideas/advice is welcome.
