I am being forced to store my new bicyle in the underground parking garage where it is very humid and open to vandalism. I am not allowed to keep the bike in my apartment.

This is a rule I agreed to by signing the lease. Is my landlord liable if my bike is damaged, rusts, is vandalized, stolen etc.?

No. You knew about the rule when you signed the lease, so you assumed the risk that the bike would be vandalized when it was outside.
