My aunt has been renting the same house for about three years now. Shortly after she moved in she noticed that the house was not insulated and did not contain a single fire alarm. She has asked her landlord numerous times if she could please insulate the house because her electricity bills are ridiculous high. She has also asked if she would install fire alarms. The landlord always says she will but three years later no improvements have been made. So my question would be, are landlord suppose to have the home in which they are renting properly insulated and have them contain fire alarms? If so, can my aunt press a law suit against her landlord?

She should have asked about insulation before she moved in. Unless there's a city code requiring insulation, she's probably out of luck.

I suspect there is one about fire alarms. Call the city building inspector.

Her problem is that it has taken her three years to come to the conclusion that the landlord isn't going to what she wants her to do and decide to pursue a lawsuit. Some might say that the electricity bills couldn't be THAT bad,

Were the requests to the landlord sent via certified mail, return receipt requested?
