Landlord Responsibility?

We have been living in our apartment for two months, and were recently awakened at 4 in the morning by a prowler?? on our fire escape looking into our bedroom window. The landlord says they are only responsible for lights outside the building(which aren't currently working) and normal window locks. I would like a secure gate put on the window with the fire escape and some sort of protection e.g. bars over the window next to the fire escape. We also found out that this happened 7 months ago also to the people that lived in the apartment before us. Needless to say we are concerned about our safety and would like to know what are rights are as far as having these security items put in, and also about breaking our lease if the land lord refuses.

Security bars are an option and not required. If they are installed, they must have self-releasing mechanisms that can be operated from the inside.
