landlord/tenant - New Orleans

Received 1st & last month rent from tenant..I told him I would send a Month-to-Month Agreement to him before the second payment....I sent it on the 5th..rent was due on the
9th..we have called him at home & work and he refuse to communicate..we also taped an over-due notice on his door. He is using his last months' rent and has not paid his portion of the shared water bill. the security deposit was replaced with a random inspection clause in the Agreement,
the Agreement he has not signed. Can he be evicted for non-payment of rent, water and refusing to sign the Agreement?

He can be evicted for failure to pay his rent.

He cannot be evicted for failure to sign the rental agreement. As a landlord, how stupid can you be? The lease comes first, before you let him become a tenant.
