YES YES YES he can remove your stuff......but then you call the police and have him arrested for an Illegal lock out , he MUST get a court oder to evict you......

But you can make a few $$$$ off of this....

L can't even remove your stuff if your rent IS late. If L does, you get 1-3 months rent as damages, plus costs and attorney fees. Can you say windfall? Shoot, I knew you could.
