A judgment simply means that someone has filed a civil complaint against you alledging that they were 'damaged. The court was shown (with or without your presence) that the claims were valid. The court rendered 'judgment' on behalf of the Plaintiff (the 'other person') and against you. This makes the Plaintiff, the Judgment Creditor.

As such, he can avail him/herself of any legal methods allowed to recover the moneys awarded by the courts.
