if i were to hold back my rent to try to force my landlord to fix something that isn't working properly or not at all,is the landlord in the state of virginia still obligated to fix said item or do i have to pay my rent first?

I don't know anything about VA law, so I can't really advise you, except to tell you to be careful about withholding rent.

You need to check if it is legal to withhold rent in Va, and under what circumstances, and what is the procedure to do it.

If you don't go according to the law, you could be seen as just not paying your rent when it is due, and you could be evicted.

Don't let anyone talk you into anything who doesn't know.

Witholding rent is a SERIOUS matter.

Have you sent a certified letter return reciept stating the problem, and give the landlord say 3 or 5 days to fix it, if not YOU will call a repairman and deduct it from the rent.

Witholding rent is not for minor things......
