landlord won't acknowlege work order

a friend of mine moved into an apt a year ago and signed a lease. several of the light fixtures and electrical sockets are not working. she has put in order after order to have them fixed, but the landlord has repeatedly ignored her. she has two small physically disabled children. this is dangerous for them. what can she do about this?

She can report them to code enforcement.

She can send notices CRRR to the landlord or management company.

She can check to see if your state has a repair and deduct law.
