It appears that the 14 day limit is there to allow guests of the tenant to stay as temporary residents but in your case your proposed occupancy would be defined as a permanent tenant by the landlord. There is a way to list you as an authorized guest or tenant but the landlord does not want to do this and is not required to. The landlord has a right not to allow anyone else on the lease since the lease already took effect. In all probability, your local housing code allows more than a single occupant to a one bedroom apartment but in this case the landlord rules. Reason being, the terms and conditions of the written landlord/tenant lease agreement prevail over the general housing code. You are a good friend and have acted in a responsible manner to ask the landlord first as many other people in this circumstance would just do it and face the consequences later.
