The landlord is raising the rent because of the heating cost. Can they do that. Doesn't the rent have too be raise because they have repaired something in the building or can they raise the rent when ever they want.

The landlord can raise your rent but he has to give you a thirty day notice before doing so. If he changes anything in the lease he has to give you a 30 day notice.
