I signed a 1 yr lease for a house in MD, eastern shore. When I moved into the house, there was no railing on the staircase, carpets were not cleaned, interior walls not painted. Is the landlord legally responsible to have these issues taken care of before a new tenant moves in?

did you do a move in report or take pictures..... if not then the landlord will sue you for damaging the apartment when you leave.

I did take pictures and also sent a letter stating 'damage' that was present when I moved in (she did not provide any type of form for me to fill out, nor did she walk through the house with me before I moved in).

The railing on the staircase is probably a housing code violation , that is dangerous......

But the landlord is not required paint or replace/clean the carpet ..it is YOUR responsibility to make notice of this before you move in which you did, just incase the landlord tries to steal your secuirty deposit.

IT is YOUR good judgement to determine if the rent is justified, or any of these matters are important to you, BEFORE you sign the lease......you thought the rent was fair or else you would have walked out.
