lanlord not fufilling lease agreement

if the lanlord does not do what is stated in the
lease in a timely manner do we have to pay rent on
time. our landlord had stated in our lease ageement
from november that they would put up a fence in our
back yard it is now april and we still don't have one.do
we have any rights if the lanlord will not adhere to the
lease?allen texas

You may have some rights, but failing to pay rent is not one of them.

If you cannot reason with the landlord, you can go to court or leave when your lease is up.
