we have to go out and buy ours, spend $600-$2000 for one and they get one free!

No our tax dollars are paying for it along with there internet or DSL-So we paid for ours and the jails too ! Work a county election you learn alot on who pays for what ! What is next in the jails -Taco Bell, Wendys ?

OMG you guys are too funny I didn't even think about that when I wrote it but I am actually writing it for someone else. My friend is incarcerated but I know they do have access to computers for legal purposes but im sure only select few are able to get to them. Sorry for the misunderstanding.
