Florida. I live in an apartment complex that is income restricted. I am curious is there a maximum amount an apartment can charge late fees for being late on rent?

if it is not addressed by your states laws after you have searched your state govt web page then likely there is no rule about it. BUT do also double check with any local real estate atty or legal aid or a legal clinic to make sure.
