refund??

The Story: I was working with an online custom engagement ring store based in Farmingdale, NY. After we had a quote the costs started increasing and I told them I didn't want to go through with the deal. I had already selected a stone for the ring, and paid 1500 as a deposit on it (the stone costs 2600). The salesperson sent a confirmation email about my cancellation telling us they'd credit my account one week from May 25th for the 1500 I had paid. I have been following up with them in emails and they said that there was an issue with the supplier for the diamond, located in Israel, about the refund. I then emailed them about the delay of the refund and they said that I should have the refund by late this week (its already Thursday night), and the salesperson is now saying that I have to be patient and they'll refund my money whenever they get refunded for the stone (who knows whenever that'll happen). They also said that since we "kept changing the design", they lost money on casting several different rings (the salesperson supposedly made it from white gold, but we never authorized this). Their story has changed several times, and I truly doubt they have done anything.
Is this my problem? Shouldn't I just get credited for the 1500 and let them deal with the Isreali diamond supplier? I'm thinking about calling my bank to dispute the charge tomorrow. Any advice?
