What is the name of your state? What is the name of your state? Pennsylvania

Hello, I'm kind of lost here, I don't know who I am to call or what I am to do. A few weeks ago me and my neighbor got in an argument. Last week she put a Piece of lattice in between our porches, we llive in a half double home and share the banister between our houses. She put it on the banister and it looks horrible. I called the city and she was sent a letter because it blocks my view and it is more than 3 1/2 feet high. Within 7 days she was to take it down. Yesterday was day 8 and I called the city back because she never removed it. I was told it is being looked into by the public safety office because she said it was put there for the safety of the kids, so they don't fall. Is that not what a banister is for? The code officer told me to wait until Tuesday for a decision to be made, but I can't. If she is told it can stay there I believe the decision is final. Who do I call about this matter since our code officer is of no help and when I called the public safety office, the guy who answered the phone had no clue? Can I legally take it down myself? We own our home and she is renting to own hers. Never in the 5 years we lived here did anyone get hurt because there was no lattice "barrier".
Please if anyone can give me information on this I would greatly appreciate it.

Why can't you wait until Tuesday? Why are you so frantic about lattice?
