What is the name of your state? California

I am the owner of an online service/website and I would like to organize an online promotional contest with cash prizes - what are the regulations for such events?. For example, I would like to open up the contest to users in any country, not just US residents - am I allowed to do that? Also, are there any IRS implications for the organizer of a cash contest? What can I do to protect myself from potential lawsuits?
