What is the name of your state? PA

I was wondering if anyone knows the laws regarding an adult (19) assisting a runaway. I had seen this in a previous post:

1. Without permission of parent or guardian
2. Knowingly give shelter to a minor
3. For more than 48 hours
4. Without notifying the local law enforcement agency

(b) Any person who commits the offense of harboring a runaway is
guilty of a Class A misdemeanor.
(Source: P.A. 86-278; 86-386.)

Do they have to be harboring a runaway for 48 hours in order for any criminal prosecutions to be done?

My 15 year old daughter did decide to runaway and went with this man willingly from what I understand. We were able to find her and bring her home with the assistance of the police but the state trooper said there is nothing we could do about it. I just didn't understand it if he was purposely taking her different places trying to elude the police.

This certainly sounds illegal to me.

Are there other facts we do not know about?
