What is the name of your state? International

What are the rules in relation to accepting online donations (through services such as paypal) - under false pretenses? Obviously it’s wrong, but is it illegal if you have some kind of disclaimer or something?

Does the law for this differ for different countries? Is it possible to host a website in a country without laws prohibiting the collection of online donations under false pretences and be free from prosecution?
