What is my recourse when I am POSITIVE that the lawyer is not telling me the truth? Actually, he is not our lawyer but the Executors Lawyer.... And the Executor is dishonest as well... How do we get their claws out of us?
Who can I report his misconduct to ?

You would need to provide more of an explantion about what you think his "alleged" misconduct is. It would probably be easier to just stop dealing with him, unless it is absolutely necessary for you to find out about estate matters from him. Are they cheating an heir out of his portion of the estate or are you simply dissatisfied with they way they are handling the estate?

About calling a lawyer a liar

I am not a lawyer, but have found myself in a simular situation and I have two pieces of advice for you...1) you better have some SERIOUS evidence to the fact he has lied to you (no he said she said), 2) Be careful of who you talk to about it, just consider lawyers a private club a way...if you talk to a lawyer about suing a lawyer, they MAY call that lawyer and give them a "heads-up"..illegal, sad, but true.
