I recently had a roofing job completed. The roofer did not tar the shingles per instructions and contract. A recent windstorm blew off the new shingles. The contractor has not been paid in full yet. Am I obligated to pay him? If I wanted the job done correctly am I obligated to let him fix his mess first?

Send him a letter via certified, return-receipt mail. In it, inform him that you are witholding payment until the job is completed according to your standards (or local building code).

Did he pull a permit? If so, call the local building inspector and complain about the job not being completed to code.

If he didn't pull a permit, also call the building department and file a complaint for the contractor not following local building codes.

If he refuses to complete the job, you can have it repaired by someone else, and then sue him in small claims for the difference.
