We live in a manufactured home community, we own the home but rent the lot. The lease we signed was very long and extensive. It governed everything from pet behavior, tenant behavior etc. In the lease it stated that all pets must be either in the backyard or on a leash when outside of the manufactured home, this has been totally disregarded by most of the tenants, especially cat owners, on any given day we have atleast 10 cats congregated under our carpot, we have tried talking to the manager who is also a cat owner and insists that the pet clause does not apply to cats. As she stated. Cats can't be contained. We to are cat owners and our cat remains indoors 24/7. The lease also states that tenant are responsible for the actions of anyone living in their home, the problems are the children in this community. They turn on the water faucets on any home when they want to, they throw balls, rocks and on many occasions have tried to enter empty homes. Several of them have openly urinated on the street as well as in our daughters wagon. We have talked to the parents who chose to say "My children would not do that." So when that failed once again we talked to the manager who said that was a neighbor problem that we needed to work out because they could not get involved. We once placed a video camera in the window in an attempt to catch all of this in action but a boy who was caught in the act of throwing stuff at an empty house ran home, within five minutes is mother was knocking on our door saying we had no right to be taping her son and if we didn't remove the camera we could be sued. All of this is just a mess, we would love to move but money is tight and we love our home. Is their anyway we can get these situations resolved?

Put all complaint to L in writing & demand L fix them. Continue taping people who enter your lot. Post a sign that says "This area monitored by security cameras." Ignore the harridan's threats -- you can tape anyone you like. It's only wiretapping that you may or may not have to give prior notice of. Report all criminal behavior to police & file charges for EVERYTHING, then sue the pants off the criminals. Buy a can of "Cat-B-Gone" from the pet store & spray it around the lot to make the cats go elsewhere. Make sure you copy L on each & every complaint in writing. If you do, L can't evict you or terminate your lease. That would be retaliatory & illegal & you'd get all kinds of damages from L. Start saving for the move. Eventually you'll have to leave.
