While at a DC Park, if someone lets their dog off their leash (after admitting that they knew DC had a leash law), can someone bring a claim against the District for not enforcing the leash law or is there an immunity factor involved?

DC has no liablity unless you can prove that the police willfully refused to enforce the lease law for some illegal reason. "We're too busy" is a valid reason.
