What is the name of your state? ME

If someone opens up a DVD or Book Rental business, what type of permission is needed? Is one allowed to purchase the items and then set up the business or does each publisher\producer need to be contacted and permission granted for each book or movie offered? Does a certain percentage of profit then go to these companies? Examples are Netflix, Books4free, and AudioToGo. I would imagine physical movie rental stores would fall into this category also, it's not just necessarily online.

Any information would be helpful.

There are no licenses or anything required to rent or sell DVD's or books, other than a general business license or whatever you need to open up a business in your area. Once you have purchased the DVD or book, you are free to rent it or sell it, and the copyright holder is not entitled to any of the proceeds from the sael or rental.
