What is the name of your state? WA

I am currently on a one year internship working in Japan. I can legally purchase a car there but my university has a "guideline/policy" that interns are not allowed to drive. Can they actually say that? As a student, I know there are school policies I must comply with but this one is a bit unreasonable.

You are free to drive a car. Of course the school is free to kick you out for violating their policy. It comes down to a choice. You agreed to the policy when you signed up for the program.

And honestly this isn't totally unreasonable. If you are there on a school related project and/or are getting school credit for it they are probably concerned that they may have some legal liability if you were to have an accident and harm yourself or somebody else.

there is no law that says that they cannot impose that rule.
