Legal ramifications for 16 year old

I have a stepson who is 16 going on 17 in August. At 13 (living with my wife and I in Utah) the boy received a misdemeanor for theft of an iphone. At 14 he was living with his bio dad (Utah) and got in trouble for theft, but no charges. At 15 he was living with his bio dad and got in trouble for a statement he had written to a girl "I'm going to rape you", among other things, but absolutely no charges were filed. At 16 he was living with his uncle in Texas and was caught with another boy who had possession of marijuana, they were arrested, but apparantely no charges or anything like that. The stepson admitted later on that he had purchased marijuana as well. The most recent thing at 16 living with his uncle in Texas was theft of an ipod, no charges were filed as of yet, but pd had him on camera. Now, the kid is being shipped back to Utah. At this point, is there anything I can do to get him into Juvenile detention? His mother and I, even bio dad, agree. Is there any legal ramifications I can take on my end. Unfortunately, he is coming to our house again. That may not be a huge issue, however, I don't want his influence to rub off on an 8 or 10 year old. He's pretty much lost all the trust from family members. What legal action can I take to get him into detention? I can't afford any "boot camps", can anyone help? I'm pretty strict and very involved in our childrens lives, but, this kids screwed up, based on his own decisions, one way too many times.What is the name of your state (only U.S. law)?
