What is the name of your state?State: CA
is it legal to have a website where people ask advice from other viewers re their love life, so that the viewer can post a picture of their significant other with a story (ex. he cheated on me..should I break up with him?, etc.)...is it legal to post someone else's pic and tell info about relationship and get advice from others without significant other's permission?

Generally yes, so long as the person posting the picture owns the rights to the picture. However, even though this may be legal, that doesn't mean that the website owner won't get sued (or threatened with a suit) for defamation.
