What is the name of your state? What is the name of your state? CA.the seller had me sign a paper saying i was responsible for the smog certificate. She must have known it would not pass. it needs 2 catalytic converters. $1000 or more. Is it my responsibility? It has been almost 20 days since I bought it.

Yes it's your responsibility, you bought it without having it checked out. You signed that you were responsible for the smog certificate, which would imply what it takes to get it to pass.
