What is the name of your state? nj .... I purchased a vehicle.. a 1996 cadillac... i put $3k down....and agreed to pay the dealer privately another $3k. The car broke down after 3 months...when i had the car inspected by a friend who works at a cadillac dealership..he said many things were done to the car to get it "running in working order" before i had purchased the car. I then stopped paying the dealer and started paying for repairs on the vehicle. It came out to a total cost of $2400.00 . The dealer then said he felt bad and knocked off $1000 off the remaining balance. I told him i will not pay that balance , I will pay him the difference between the repairs and the balance owed. He stated that he has a lein on the title of the vehicle... is this possible for hi mto do... the car is registered and insured under my name... can he legally put a lein on my vehicle?

He should already be listed on the title as a lienholder.
You should have your cadillac dealer friend inspect the vehicle BEFORE you bought it, not 3 months later. I'd take the $1,000 discount with a thank you and a smile.
