My fiance' has joint custody. If her ex withdraws the children from school when it is NOT his court ordered time for visitation and without her knowledge or permission, is it illegal? Is this a violation of the court order? If so, what might be done?

I am no attorney but if they have joint custody then the both have legal rights to make decisions for the kids.

Generally parents can do whatever they want within reason with the children during their time.

I had this situation. I went back to court and the judge was more than happy to put a clause in our order that school attendance was mandatory.
