letter from attorney

What is the name of your state? TN
I received a lien from an attorney and he included a paper on his letterhead that said "Notice of Consumer Debtor's rights under 15 u.s.c.a 1692(g).
The note went on to say what my rights are. However, on the ones that talked about debt verification and describing my 30 days to dispute he added a line that said "However, the creditor need not wait the thirty days before filing suit upon the claim." I looked on the ftc website and this last line is not included in fact the next section specifically state that they should stop collection of this debt until verification is provided. My questions are:
1) Has this attorney done anything illegal by "adding" this line?
2) If so, what are my options for dealing with him?
