Best tip would be that you get a lawyer to do the letter writing, if the economics works for you....if his fee is not outrageously higher than the ticket. Second best is to write it yourself, the reality as you know it, and hope that somebody will actually read and respond. There are no magic words one can use in this situation, although miracles have been known to happen in the mix of courts, people and laws. You just can't MAKE them happen.
