Can a shopping mall's property insurance by held liable for an injury or accident or any personal property damage that takes place ON their lot?

No. Actually this a property damage issue to a vehicle that was parked in the lot while the owner was shopping within the mall. It's more than your average "door ding". Someone sliced all 4 tires with a knife. The car owner only has liability on the vehicle...so the automobile insurance will not cover the expense of replacing the tires.
