Divorce is final. It was ajudicated that the trailer house go to to her. This was over a year ago. He sent what he describes as a free and clear title. The title is in his name. He, as the seller has signed the title over to her. There is, on the title, a first lienholder that is not signed off.
They are the parents of a special needs child. When the title is in her name, the child's social security goes up $100 per month. The father knows this. He has been reminded by case workers and others, but still fails to comply.
It is a South Dakota title. The lien holders' address is in Wyoming.
How do we expedite transfer of the title?
Can he be held accountable for his intentional and malicious stalling which has cost over $1200?
What if he owes the lienholder money?
