You didn't furnish your state but seems as if you are in U.S.

Generally they will not give out the policy # or any policy information to anyone who has no interest in the policy. A third party would have no right to any policy information.

Do you have a specific situation that happened? If so, who did they give the # out to & why did they need/want it?
