I live at New Jersey, and I am a H1-B visa holder, planning to acquire a Life Insurance Policy...

Can I cover my self for a LIFE INSURANCE (term or whole) even if I am not a Green Card holder or a US citizen?

It is a matter for each insurance company's underwriters, and not a legal question. It often may depend on the country you are from (because of the quality of medical care there and it's ability to get health records, and the insurer's experience with nationals of that country) and the type of policy. If you are from the EEC or Switzerland or Aregntina, probably no problem; if you are from India, Nigeria or Yemen, far less likely unless you are married to an American citizen.
