What is the name of your state (only U.S. law)? TN

How can a convicted felon with a DUI get life insurance? According to our state they do not control the underwriters decision on their decision as to who they cover. Is there any insurance company that will cover a person with these convictions?

Why SHOULDN'T such a person be able to qualify for life insurance? They would have an insurable interest if they have surviving family just like anyone else.

They most certainly would be insurable. Not ALL life insurance companies would take such a case, especially if the person in question was still using alcohol, but certainly, barring extreme circumstances, there are some companies out there who would. Such a person would probably have to anticipate a higher premium though due to substance abuse, although this depends on many factors.
