if i did get life insurance and name my underage children as beneficiaries and it was placed into their accounts until they were 18 could no one touch it that was not on the account?

Absent approval of a court, the money could not be touched. A court would approve use of the funds for support of the kids, if there was no other means of support-- in other words, it would not let them starve or be homeless with money sitting in an account.
