What is the name of your state? CO

Question is for Maine law
How long can a case legally stay open? For example if a motion to vacate a court judgment is filed. Then the judge stipulates he will resolve all issues pending mediation the party who asked for the vacation doesn’t show up. 12 years later the person who refused the mediation date decides its time to mediate is that legal?
This pertains to child support and all of the children are over 24 years of age. Are there any limitations or is this something the Department of Human Services can do when they feel they have time or feel the need to harass someone.
Isn't such an action a vilation of my rights? Suddenly deciding to persue a case because suddenly some sat down at thier desk and looked into a folder to find thay had missed a hearing over 10 years ago.

You have two defenses. One is the legal defense of the Statute of Limitations. This depends on the legal status of the case. The other is the equitable defense of laches. Both are affirmative defenses and have to be pled to the court.
